Tujuan pemuliaan tanaman adalah untuk mengembangkan kultivar unggul yang adaptif dengan kondisi lingkungan tertentu dan cocok untuk pengembangan produksi pada skala ekonomi dalam sistem tanam yang komersial. Konsep dasar pengembangan varietas unggul sangat sederhana dan melibatkan tiga konsep berbeda, antara lain: memperbanyak atau mengidentifikasi plasma nutfah yang bervariasi secara genetik; melakukan prosedur seleksi terhadap genotipe pada plasma nutfah tersebut untuk mengidentifikasi genotipe unggul dengan karakteristik yang ditentukan; menstabilkan dan memperbanyak genotipe unggul tersebut dan merilis kultivar untuk produksi komersial.
