Abstract

Pembangunan merupakan salah satu agenda utama setiap negara, termasuk negara-negara berkembang. Pemerintah memiliki peran sentral dalam pembangunan ekonomi, terutama di negara-negara berkembang. Peran ini dapat berkisar dari penyediaan infrastruktur publik, perlindungan hak-hak properti, pengaturan aktivitas ekonomi, hingga intervensi langsung dalam perekonomian. Artikel ini akan melakukan analisis eksplanatif terhadap modalitas kontrol Pemerintah dalam Agenda Pembangunan di Negara Berkembang. Dalam rangka menjelaskan secara analitis, penelitian ini menggunakan pendekatan sistem dinamis (Dynamic Systems Approach) untuk mensimulasikan variabel kontrol yang menjadi modalitas pemerintah dalam melaksanakan agenda pembangunan di negara berkembang. Berlandaskan simulasi yang dilakukan terdapat tiga aspek yang paling penting sebagai modalitas kontrol Pemerintah yakni Pengawasan, Kebijakan Fiskal, dan Penetapan Hukum dan Aturan.
