Provisions for the publication of manuscripts have never been published or have not been submitted in other journals, manuscripts that come from national and international sources. All the articles published by TheJournalish: Social and Government are assigned with DOI numbers. Furthermore, Thejournalish: Social and Government is managed by <a href="http://thejournalish.com/index.html">CV The Journal Publishing</a>. The Editorial Team accepts articles in <strong>Indonesian</strong> and <strong>English</strong> <strong>(Bilingual)</strong>. Every submitted manuscript will be read by the editorial team. Manuscripts that are evaluated by editors and deemed not in accordance with the criteria of the journal will be rejected without external review. Then, a manuscript that has a special interest to readers is sent to peer reviewers, with two (2) different reviewers for each article by using the <strong>double-blind </strong>system. After reviewing the manuscript, it will be returned to the author for the revision process.TheJournalish: Social and Government is a leading, peer-reviewed, open-access journal on government issues and government policies. DAK Subbidang Keluarga Berencana merupakan salah satu instrumen fiskal yang dapat mendukung pelayanan keluarga berencana, pendampingan keluarga, serta intervensi terhadap keluarga berisiko stunting. Namun, efektivitas pemanfaatannya di daerah tidak hanya ditentukan oleh tingkat realisasi anggaran, tetapi juga oleh kualitas perencanaan, ketepatan sasaran, integrasi data, koordinasi lintas sektor, dan keterkaitan antara anggaran dengan indikator kinerja. Permasalahan utama yang ditetapkan berdasarkan analisis Urgency, Seriousness, Growth (USG) adalah belum optimalnya perencanaan dan penganggaran DAK Subbidang Keluarga Berencana berbasis data keluarga berisiko stunting dan indikator kinerja terpadu. Kajian ini menggunakan pendekatan analisis kebijakan kualitatif dengan metode deskriptif-evaluatif. Analisis dilakukan secara bertahap melalui USG untuk menentukan prioritas masalah, analisis Fishbone untuk mengidentifikasi akar permasalahan, serta SWOT Analysis, Policy Gap Analysis, dan Public Value Analysis untuk mengevaluasi kondisi kebijakan dan merumuskan alternatif kebijakan. Hasil analisis Fishbone menunjukkan tiga akar masalah utama, yaitu sistem perencanaan dan penganggaran yang masih bersifat administratif dan belum berbasis analisis kebutuhan keluarga berisiko stunting, sistem data yang masih terfragmentasi antarperangkat daerah, serta kapasitas kelembagaan dan koordinasi lintas sektor yang belum optimal. Berdasarkan hasil analisis tersebut dirumuskan tiga alternatif kebijakan, yaitu integrasi perencanaan dan penganggaran berbasis data, penguatan koordinasi lintas sektor melalui Tim Percepatan Penurunan Stunting (TPPS), dan pengembangan sistem data stunting terpadu lintas sektor. Hasil penilaian berdasarkan efektivitas, efisiensi, feasibility, dan keberlanjutan menunjukkan bahwa Integrasi Perencanaan dan Penganggaran DAK Subbidang Keluarga Berencana Berbasis Data Keluarga Berisiko Stunting memperoleh skor tertinggi sebesar 19 dan ditetapkan sebagai kebijakan utama. Implementasi kebijakan diarahkan untuk menghubungkan data sasaran, analisis kebutuhan, penetapan prioritas, penyusunan program, penganggaran, pelaksanaan, serta monitoring dan evaluasi secara terpadu. Kebijakan ini diharapkan meningkatkan ketepatan sasaran, efektivitas penggunaan anggaran, kualitas tata kelola berbasis data dan kinerja, serta memberikan kontribusi terhadap percepatan penurunan stunting di Provinsi Aceh.</p> Dini Ramadini Copyright (c) 2026 TheJournalish: Social and Government https://creativecommons.org/licenses/by-sa/4.0 2026-09-09 2026-09-09 7 4 373 391 10.55314/tsg.v7i4.1057 https://thejournalish.com/ojs/index.php/thejournalish/article/view/1144 <p>Penelitian ini bertujuan untuk menganalisis implementasi Aplikasi LAYAK (Layanan Kenaikan Pangkat) di Kantor Wilayah Kementerian Agama Daerah Istimewa Yogyakarta dalam merestrukturisasi tata kelola pelayanan kepegawaian. Menggunakan pendekatan kualitatif dengan pisau analisis teori implementasi kebijakan George C. Edward III, penelitian ini membedah empat dimensi determinan: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa pelembagaan Aplikasi LAYAK berhasil mentransformasikan paradigma pelayanan konvensional menjadi ekosistem digital yang paperless, transparan, dan akuntabel. Komitmen manajerial pimpinan melalui kebijakan wajib aplikasi tanpa pengecualian <em>(zero-tolerance policy)</em> secara efektif memangkas ruang diskresi subjektif petugas tingkat tapak (street-level bureaucracy) serta menginternalisasi budaya tertib arsip mandiri pada pegawai. Kejelasan komunikasi sistem berbasis notifikasi waktu nyata <em>(real-time)</em> dan modal sosial berupa mekanisme dukungan sejawat <em>(peer-support)</em> juga terbukti mampu menutupi kesenjangan literasi digital serta kendala konektivitas internet di tingkat KUA dan Madrasah. Kendati demikian, hambatan struktural-makro yang paling krusial adalah ketiadaan integrasi data otomatis antara Aplikasi LAYAK daerah dengan Sistem Informasi Aparatur Sipil Negara (SIASN) BKN pusat. <em>Fenomena islands of automation</em> (pulau otomatisasi) ini menimbulkan inefisiensi baru berupa kewajiban duplikasi input data secara manual oleh administrator.
