All the articles published by TheJournalish: Social and Government are assigned with DOI numbers. Furthermore, Thejournalish: Social and Government is managed by <a href="http://thejournalish.com/index.html">CV The Journal Publishing</a>. The Editorial Team accepts articles in <strong>Indonesian</strong> and <strong>English</strong> <strong>(Bilingual)</strong>. Every submitted manuscript will be read by the editorial team. Manuscripts that are evaluated by editors and deemed not in accordance with the criteria of the journal will be rejected without external review. Then, a manuscript that has a special interest to readers is sent to peer reviewers, with two (2) different reviewers for each article by using the <strong>double-blind </strong>system. After reviewing the manuscript, it will be returned to the author for the revision process.TheJournalish: Social and Government is a leading, peer-reviewed, open-access journal on government issues and government policies. Beberapa tantangan utama termasuk risiko arsip fisik dan digital terhadap bencana, fragmentasi kebijakan penanganan arsip darurat, keterbatasan kapasitas teknis, kurangnya koordinasi antar lembaga yang mencegah korban merebut kembali hak administratif mereka. Penelitian multi-fase yang dilakukan melalui analisis kebijakan dan dokumen, studi kasus bencana di Sumatera, dan wawancara semi-terstruktur dengan anggota Ombudsman dan arsiparis. Hasil menunjukkan bahwa meskipun beberapa kemajuan dalam implementasi digital telah tercapai, ada kesenjangan dalam implementasi, protokol metadata darurat yang lemah dan kurangnya sistem cloud hybrid,&nbsp; Standar Operasional Prosedur (SOP) pemulihan yang terstandarisasi, dan pengembangan kapasitas untuk Sumber Daya Manusia (SDM). Artikel ini mengembangkan model operasional responsif dan langkah-langkah kebijakan untuk meningkatkan ketahanan repositori laporan masyarakat pasca bencana.</p> Abdika Jaya Copyright (c) 2026 TheJournalish: Social and Government https://creativecommons.org/licenses/by-sa/4.0 2026-02-15 2026-02-15 7 2 144 153 10.55314/tsg.v7i2.1105 http://thejournalish.com/ojs/index.php/thejournalish/article/view/1111 <p>Sengketa lahan hutan negara di desa seringkali dipicu oleh tumpang tindih klaim lahan dan prosedur administrasi yang kurang transparan, penelitian ini bertujuan untuk menganalisis penerapan asas-asas umum pemerintahan yang baik (AAUPB) oleh pemerintah desa sebagai instrumen hukum dalam penyelesaian sengketa tersebut. Menggunakan metode penelitian hukum normatif empiris, penelitian ini mengkaji bagaimana prinsip kepastian hukum, kemanfaatan dan ketidakberpihakan yang diimplementasikan kedalam proses mediasi maupun pengambilan keputusan administratif. Hasil penelitian menunjukan bahwa penerapan AAUPB yang konsisten dapat meminimalisir konflik sosial dan memberikan perlindungan hukum bagi masyarakat desa sekitar hutan (MDH). Namun terdapat kendala seperti adanya keterbatasan pemahaman perangkat desa terhadap regulasi kehutanan yang masih menjadi hambatan utama.
